In a significant consolidation of revolutionary forces, four major defence groups and their respective township administrations have officially merged to form the Chin People’s Union (CPU) and the Chin People’s Army (CPA). Announced on 12 January, this move aims to provide a singular military and political leadership for southern Chin State, marking a transition from a loose alliance to a unified governing body.
The CPU/CPA brings together members of the Chin Brotherhood, including the Mindat Township Revolutionary Leading Committee, Mindat Township People’s Administration, Chin Defence Force–Mindat (CDF–Mindat), and the Matupi Revolutionary Federation/Chin Defence Force–Matupi (CDF–Matupi).
It also includes the Kanpetlet Township Council, Kanpetlet Township People’s Administration, and Chin Defence Force–Kanpetlet (CDF–Kanpetlet), as well as the Daai Regional Council and Chin Defence Force–Daai (CDF–Daai), which were formed on 15 November, 2025.
“The four groups will unite as one to provide military and political leadership in the region, after which the revolution will be carried out under this unified structure,” CPU/CPA General Secretary Salai Yawman told Mizzima.
According to the statement, they will continue to actively participate as a member and work toward the permanent end of military rule and all forms of dictatorship.
It added that the CPU/CPA will intensify military and political activities in cooperation with allied revolutionary organizations that share the goal of establishing a federal democratic system that guarantees the Chin people’s inherent rights to self-determination, freedom, equality, and justice.
Salai Tinmi Htut, spokesperson for the Chin National Organization/Chin National Defence Force (CNO/CNDF) based in Falam Township told Mizzima that the formation of the CPU/A does not represent division, but rather a step toward stronger unity.
“We are not breaking away. We are taking the first step toward establishing a unified military and political order,” he said.
Three of the six former Chin Brotherhood have now joined the CPU/CPA, leaving the Chin Brotherhood currently composed of four organizations.
Salai Tinmi Htut added that both organizations within the Chin Brotherhood and those not yet affiliated will work together under a single command structure to coordinate military and political efforts.
The statement said that the Interim Chin National Consultative Council (ICNCC) and the Chin State Joint Defence Committee (CJDC) had initially organized revolutionary forces in Chin State to fight the military dictatorship in pursuit of Chin unity and the liberation of the entire state.
However, during the course of the revolution, some groups prioritized political activities over military operations, leading to ideological differences among Chin armed groups and eventually to the collapse of the CJDC.
Following this, the Chin Brotherhood was formed to more effectively implement both military and political activities. Together with allied forces, it succeeded in freeing Kyin Dwey, Matupi, Mindat, Kanpetlet, and Falam townships from military administrative control, according to the statement.
