India says insurgents using Burma sanctuaries

Despite Burma’s repeated assurances to India that it would not allow such activities, India insurgent groups are using Burma as a sanctuary and have set up bases there, the Indian government said on Tuesday.

Minister of State for Home Mullappally Ramachandran said insurgent groups such as the People's Liberation Army, United National Liberation Front, People's Revolutionary Party of Kangleipak; Naga insurgent group like NSCN-K and ULFA (anti-talk faction) and NDFB have camps in Burma’s Naga Hills, according to an article in The Times of India on Wednesday.

The minister said the presence of insurgent groups in Burma has been the single most important security issue for India at every bilateral negotiation between India and Myanmar.

“These groups continue to use Myanmar territory notwithstanding Myanmar's repeated assurances not to allow its territory for activities inimical to India,” he said.

He said there were reports that the ULFA continues to strengthen its military capability for carrying out violent activities in different parts of Assam, with a view to maintain its dominance as create fear to facilitate extortion.
